With an audience that is shifting from linear to tailored viewership, the TV viewing experience itself is changing rapidly. In various countries around the region, telecommunication operators are providing pay-TV services through IPTV, microwave links, or cable. The liberalization and privatization policies of the last 20 years forced these operators to develop the infrastructure and offer services including access to television content. With the increased adoption of broadband, 14 IPTV providers are operating in nine Arab countries. Given their advanced infrastructure and their need to control content, the countries in the Arabian Gulf have highly developed IPTV platforms with three providers in Bahrain, two in Saudi Arabia, and two in the UAE (Awwad, 2014). The reluctance to adopt IPTV across the region is related to widespread piracy, insufficient financial resources, absence of clear business models and regulatory frameworks, and limited exclusive content.
