The idea had first come to General Almirante Juan Valdez in a brilliant flash of insight. It really was a stellar plan. Elegant and simple. Why had he not thought of it earlier?

The key, of course, was Cuba. The embattled island, isolated for two generations from her large neighbor to the north, would provide just the leverage he needed. All he had to do was control Cuba’s bureaucratic government without anyone finding out. And now, with the power vacuum that existed at the top, and with the imminent announcement of the Cuban Deep oil deposits, the timing could not have been better.

The germ of the idea had been in the back of his mind for a while, and the report by deFrance was the trigger. Speculation reported from his operatives in Cuba confirmed that now was the time to act.

Of course, he would need to actually be in Cuba, to meet face-to-face with just the right people. Not Gutierrez, who was so visible, and whose trips there for cancer treatment were almost comical. Cuba? For advanced medical care? Laughable! And as cunning as the president was in snookering his own people, he could not even begin to make the proper moves that would be required in Cuba in the upcoming days, in the shadow of the USA, who probably had their succession plans in place for the government there as well.

The admiral knew that he must get there quickly and with absolutely no one knowing he was on the move. Once he explained about the possibilities of the oil discovery and his country’s ability to actually bring it to market, the Cubans would immediately see the path to taking full advantage of what it—and the renewed and strengthened ties to Venezuela—could accomplish.

Valdez rubbed his chin and thought for a minute. He grabbed a cigar from the humidor and lit it. As he deeply inhaled the fragrant smoke, a smile flitted across his face. It would all fit together. Bruce deFrance’s little device now ensconced on his exploration vessel would need to be quietly moved to the Almirante Villaregoz, but that was not a problem. They could make that move in Cuba without raising any interest from prying eyes. And Senor Buorz would be introduced as a technical expert on the submarine. That was all that idiot Captain Ramirez needed to know. Then it was only a matter of getting all the pieces in the right place at the right time.

He reached across his desk for the telephone and dialed in a number.

The phone pulsed a dozen times before it was answered. A man’s sleep-heavy voice growled, “If this is not muy importante, then I will have your cojones nailed to the periscope.”

“Captain Ramirez, you are even more unpleasant than usual at this hour,” Valdez said, coming as close to a joke as he ever did. He almost chuckled when he imagined the little man’s sudden terror when he realized who he was talking to in such a manner. “Say goodnight to your puta and get down to your submarine.
