Although some people were unhappy about this, notably Spears and Vansittart, the British position was totally clear. It was not enough for them to be assured, as Reynaud and Darlan had done, that the surrender of the French Fleet would be considered unacceptable; the British wanted it under their own hand. This position might be criticized, but it could never be misconstrued. However, at this point, on what was already a dramatic day, the spectacular proposal of a union between Britain and France was made. Here the two strands of British policy started to interweave, since the proposal of union could only be seen as a means of keeping France fighting. This was how Spears, Campbell and Reynaud saw it, Reynaud declaring that with such a proposal he could carry the day in his cabinet and continue fighting. He concluded, reasonably, that the proposal of union put the earlier British conditional acceptance of his request to seek terms in a completely different light.

The proposal, if accepted, meant that France would go on in the war united with Great Britain. The disposal of the Fleet would then be a question of strategy to be settled by the joint staffs.6
