Now that Governor Gage was cooperating, or at least not interfering, the Marine-Hospital Service started its own vigorous attack on the Chinatown outbreak.

To manage the new anti-plague campaign, Wyman assigned Joseph White, one of his senior officers. White worked with seven other medical officers as well as local doctors and state and city employees. Instead of using Angel Island, as Kinyoun had, the Service set up a special plague laboratory and morgue on Merchant Street, half a block from the edge of Chinatown.

Every day, Service medical officers made inspections of Chinatown, accompanied by a Chinese interpreter, checking for plague cases among the sick. Did the person have a fever? Swollen glands? Tender spleen?
