1983

A new Congress with new members.

Representative Conyers introduced

ANOTHER bill, H.R. 800.

This bill had a lot more cosponsors,

eighty-eight in all,

Democrats and Republicans,

the most ever.

At last, the wheels of change began to turn.

Many in Congress

began to soften

to the idea of a King holiday.

The House Subcommittee on Census and Population

convened—AGAIN.

But one problem just wouldn’t go away.

To honor Dr. King on his actual birthday

would create an annual floating holiday.

Government offices and buildings

would have to open and close

twice in one week.

The cost for overtime

and lost work time would be enormous,

about eighteen million dollars some estimated.

But WAIT!

Indiana Democrat and

foot soldier Representative Katie Hall

brought a new idea—a COMPROMISE.

Instead of the fixed date of January 15,

she wrote a bill, H.R. 3345,

“to designate the third Monday in January each year a

legal public holiday to commemorate the birthday of

Dr. Martin Luther King, Jr.”

Her bill

would create a fixed three-day weekend instead of a

floating holiday.

Her bill

would halt the dual opening and closing of government offices.

Her bill

would save the government money,

LOTS of money—millions.
