My excluded tax expenditures from the source Table 1 were all because there were no budget loss estimates listed for 1990. The most were excluded from the energy (8), commerce and housing (6), natural resources (3), and agriculture (3) categories. All excluded items were less than $50 million.

The exclusion of Railroad Retirement was included in the exclusion of Old Age Survivors Insurance. It was $.5 billion in 1994 when OASI was $21 billion.
