Because of this special congressional appropriation to the Orientalia Division, it was not given its regular annual allocation for the fiscal year 1940/41 by the Library, a fact which made Hummel unhappy. In a memorandum to Dr. Luther Evans, then Chief Assistant Librarian, and Mr. David Chambers Mearns of the Reference Department, Hummel complained:

It is highly important to pursue—at least for another year—the purchase of Chinese and other East Asiatic books at the rate we are now going….

But to do this we need to have back, from the general book purchasing fund, the $10,000 or so which in the past thirteen years has annually been spent for Chinese and other books. This sum was withheld from us last year owing to the special appropriation of $30,000 which we get from the Congress. This special appropriation, however, will by July be down to $12,000 or less, and that is not enough to go on—not, at any rate, to take advantage of the unparalleled opportunities before us.

I should add that Senator Green, who was chiefly instrumental in getting last year’s special fund for us, made me explain to him recently the present state of that fund. He was emphatic that I try to recover from general funds the sum normally allotted to us, for he is as concerned as I am that we get these books now.226
