Preheat the oven to 400°. In a mixing bowl, add 3/4 cup all purpose flour, cornmeal, baking powder, 1/2 teaspoon salt and the vegetable shortening. Using a pastry blender, cut the shortening into the dry ingredients. The mixture should resemble coarse crumbs. Add 1/3 cup whole milk and stir until the dough leaves the side of the bowl. Press the dough into a 10" pie pan.
In a sauce pan over medium heat, add the pork sausage, butter and the onion. Saute the pork for 7-8 minutes or until the pork is done and no longer pink. Add the red and green peppers. Saute the peppers and onion for 2 minutes. Remove the pan from the heat and add 3 tablespoons all purpose flour, 1 teaspoon salt and oregano. Stir until the pork, onion and peppers are coated with the flour and seasonings. Spoon the mixture into the pie pan.
