A programme launched in 1985 that subsidised housing for the poor was renamed by the Modi government in 2016.20 (A detailed comparison of the performance of the UPA and the NDA on this scheme and others has been drawn up by journalist Ravi Nair.)21 This social welfare programme had Rs 15,184 crore allocated to it by the previous UPA government in 2013–14.22 It ran parallel with the Pradhan Mantri Awas Yojana (PMAY) (Urban)—previously the Rajiv Awaas Yojana—and was intended, Modi said at its launch, to provide homes for all by 2022.

This would be done in four ways:

Rehabilitation of slums by building houses through private participation for eligible slum dwellers on the land the slums were standing on

Affordable housing for the poor through Union assistance of Rs 1.5 lakh for housing projects run by the states

Direct Union assistance for house construction or house enhancement by the poor

Loans at lower rates of interest for middle-income sections for construction or renovation of existing homes
