As in 1913, the incidents and provocations which sparked the 1951 Waterfront Lockout were unremarkable; no more than the normal cut-and-thrust of employment relations in a difficult and demanding industry. A dispute over unloading carbon black, the employers’ refusal to pass on the full amount of a 15 percent wage increase granted by the Arbitration Court, the workers’ refusal to work overtime in protest, the employers’ construction of their refusal as grounds for dismissal … None of it was beyond the wit of reasonable men to resolve. But the watersiders weren’t dealing with reasonable men. They were dealing with the sort of men who could write to one another like this:

We either embark on a Press campaign, damn in vigorous terms the work and attitude of the men on the waterfront, withdraw the contract and perhaps precipitate a complete stoppage or leave the watersiders with their camp divided, the responsibility with the government, and await the next move from the other side. Granted it is a passive attitude, but I feel there is some merit in waiting to see which way the cat is going to jump.
