Having talked with both sides in the controversy in Regina, on Tuesday evening he traveled to Saskatoon.
There were several other important developments on that Tuesday. One was the opening of hearings on an application for an injunction against the MCIC, launched by the vice-president of the KODCs and Dr. L. M. Brand of Saskatoon. A second was the announcement that Dr. J. F. C. Anderson was flying to England to make an appeal on behalf of Saskatchewan doctors at the annual meeting of the British Medical Association. The third was the announcement of the appointment of a judicial inquiry into allegations of discrimination in the granting of hospital privileges to newly arriving physicians.51 There were other arrivals. âThe Sub-Committee on Saskatchewanâ of the CMA had met on the weekend in Ottawa, and both the president, Dr. William Wigle, and the general secretary, Dr. Arthur Kelly, arrived in Saskatoon with senior officers to assist their confreres.52
That same evening, two other groups were meeting to grapple with aspects of the issue. The first was composed of delegates from a number of the mushrooming community health clinicsâwith four established and estimates of between thirty and forty in the process of organizingâmeeting in Saskatoon to form the Saskatchewan Council for Community Health Services. The second group, however, was even more importantâthe delegates to the annual CCF party convention, who were even then debating resolutions supporting the Medicare plan and recommending the curtailment of the licensing powers of the College of Physicians and Surgeons.53
The coincidence that the CCF annual convention was scheduled for the third week of July was a fortunate stroke of fate, for it meant that the cabinet would be in the same city as the council of the college. Both groups had been in almost continuous session since the first of the month, but now they were only three blocks apart. If there were to be communications at allâand there had to beâthe opportunities were obviously greatly enhanced. But the coincidence provided even more: an opportunity for the CCF-NDP to act as host to a spokesman for the collegeâa kind of reciprocal hospitality, as it were, for Premier Lloydâs address to the doctorsâ meeting in Regina. The initiative had come from the college by telegram and had been agreed to. Dr. Dalgleish had been chosen as spokesman. The main points of his address had already been passed to the government in a letter of July 14 which suggested a slight easing from the July 1 position. Both Premier Lloyd and Dr. Dalgleish addressed the convention on Wednesday.
Premier Lloydâs speech dealt solely with the medical care issue. As a new party leader he had been engrossed in a political battle more serious than that ever faced by a provincial premier. He was now reporting on his stewardship to the party supporters, aware from the numerous resolutions submitted that there were many who were critical of the concessions already made.
