9.2Maturity development methodology

Since 1970’s, when the concept of maturity models was initially proposed (Król & Zdonek 2020), hundreds of maturity models had been developed by researchers and practitioners across multiple application domains by 2010’s (Pöppelbuß & Röglinger 2011). The most well-known maturity model is the Capacity Maturity Model (CMM), which was developed by the Software Engineering Institute (SEI) in 1986 for the maturity of an organization’s software process (Paulk et al. 1993). Since the development of the SEI’s CMM, maturity models have proliferated across a multitude of domains (Król & Zdonek 2020).

‘Maturity’ means ripeness and implies the evolution from an initial to a more advanced state of a process, a project or another domain. Process maturity stems from the concept that a process has its life cycle of development stages, which can be clearly defined, measured and managed over time (Janeš & Novak 2017). For instance, the SEI’s software process maturity is defined as the extent to which a specific process is explicitly defined, managed, measured, controlled, and effective (Paulk et al. 1993).

Maturity implies a potential for growth. The fundamental hypothesis of all the maturity models is that things change over time and most of the changes can be controlled. A maturity model indicates a predictable linear path (Felch et al. 2019) to excellence, and serves as a metrics for the appraisal of the stage on the path (Król & Zdonek 2020). The essential components of a maturity model include the maturity concept in a domain, defined maturity stages, maturity criteria and indicators for stage assessment (Król & Zdonek 2020). For more advanced purpose of uses, a maturity model also includes a roadmap of guidelines for the improvement from one stage to the next.
