At the end of the Washington conference it had been decided that the Chiefs of Staff would meet again ‘in July or early August in order to examine the decisions reached at this conference in the light of the situation at the time’. By the middle of July, Field Marshal Dill in Washington was hearing rumours that the conference was to be held in Canada in September. He was ‘somewhat disturbed’ by this:

Surely if the conference is to be held on this side of the Atlantic, Washington is the only place. Not only are we in Washington sitting on the best system of communications and have the best offices, but it would surely be very awkward to sit among Canadians who could not be allowed to come in. Also, isn’t September – a month I have heard mentioned – far too late for the next conference?1
