CLIMATE, NOT CULTURE

The concept of climate is far more practical to apply than culture when it comes to organisational misconduct—or, in fact, when trying to understand any organisational issue. It takes into account the fact that behaviours or attitudes at the lower levels of an organisation may not manifest at a higher level. Unlike culture, the organisational climate can quite literally change overnight, usually with a change in leadership. The leader can set the climate in their local environment, which is often reflected in descriptions of morale, engagement and productivity.

Organisational climate is not explicitly mentioned in the Afghanistan Inquiry Report (redacted parts notwithstanding). However, the report does describe a palpable frustration that refers to the climate of the Special Operations Task Group:
