Heat oven to 350°F (325°F for dark or nonstick pan). Spray bottom of 8-inch square pan with cooking spray (without flour). Make and bake brownie mix as directed on box, using butter and eggs. Cool completely, about 1 hour.

In medium bowl, beat filling ingredients with electric mixer on low speed until combined; increase to medium speed and beat until smooth. Spread over cooled brownies. Refrigerate about 30 minutes or until set.

Meanwhile, in small microwavable bowl, microwave topping ingredients uncovered on High 30 seconds; stir. Microwave 15 to 30 seconds longer or until cream is hot and chips can be stirred smooth. Let stand 10 minutes, stirring occasionally.
