Environmental Education

The culture is gradually changing as ENGOs, like the groups forming the Environmental Partnership for Central Europe (EPCE), expand environmental education, for example to recognise symptoms of pollution (such as heavy metal poisoning) and recruit assistance for monitoring and clean-ups: A French project in Galaţi is disseminating the concept of eco-business through green business parks with lichens as bio-indicators to measure pollution. USAID has been encouraging dialogue in several towns (Alexandria, Braşov, Miercurea Ciuc and Slobozia) to identify common actions for community development, for instance an Agenda 21 local coordinating committee in Miercurea Ciuc with working groups for environmental protection and decentralisation and human organisation. Living Heritage, which includes the Romanian Carpathian Foundation and Belgium’s King Baudouin Foundation, is also supporting pilot projects in sustainable development and local capacity through actions among NGOs and local governments in Bihor, Braşov, Harghita, Maramureş, Sibiu and Suceava. Yet serious incidents still arise. The hazard of toxic waste import is demonstrated by the recent case of a shipment of 100t sent from France to an Arad firm concealed as raw materials and there are still stores of dangerous waste within the country as well as hazards arising from wartime ammunition dumps: one was found near Secu resort (Reşiţa) in 2001 when police noticed that ordnance were being sold as scrap.
