The Impact of Structural Adjustment Programmes

As a reflection of the diversity and nature of the economies in the SADC group of countries, the experiences with and the impact of SAPs have been somewhat dissimilar. Some countries have experienced stable macroeconomic environments, while others have suffered severe shocks. Some countries have sustained policy reforms for some time, while others have experienced reversals in policy. In this section, the focus of the analysis is on two categories of countries: (1) a country that has implemented SAPs under civil war conditions—Mozambique; and (2) those countries that have implemented comprehensive SAPs in nonwar or relatively peaceful conditions—Lesotho, Malawi, Tanzania, Zambia, and Zimbabwe. Angola, Botswana, Mauritius, Namibia, South Africa, and Swaziland are excluded from the analysis since they have not had SAPs with the IMF/World Bank.
