THE COLONIAL QUESTION

The Third Commission, dealing with the colonial question, was the scene of heated debate. It approved, by a vote of 18 to 10, a resolution drafted by Hendrick Van Kol that endorsed the “socialist colonialism”perspective Van Kol had been putting forward. A minority of the commission opposed to this perspective submitted a counterresolution, proposed by Georg Ledebour, Emmanuel Wurm, Henri de la Porte, Alexandre Bracke, and Karski (Julian Marchlewski). When the rival commission resolutions were submitted to the congress plenary, however, the Van Kol resolution was rejected, and the commission minority’s resolution, below, was adopted by a vote of 127 to 108, with 10 abstentions.
