No Change, No Solution

In one sense, the crisis of 1995–96 came to a swift conclusion: the Taiwanese held their elections, and the Chinese and Americans stood down their military forces. But in a more important sense, the episode was merely one dangerous moment in a long-term struggle. In the years following, the core of the strategic problem has remained unchanged. Taiwan's domestic political development is gradually pulling the island away from reunification with China. Leaders in Beijing remain uncertain as to how to respond, but know that their nationalist agenda gives them little scope for compromise. The US is wary of becoming more deeply involved than it must in cross-Strait relations. Washington wishes to see neither the use of force by Beijing, nor a rapid move by Taiwan towards formal independence. While the US recognises that its policy of ‘strategic ambiguity’ towards Taiwan complicates its efforts to deter China, it also knows that a degree of ambiguity must remain, with all the attendant problems for crisis management. It is thus not surprising that little has changed.
