Notice that Soames sees the representational state which makes linguistic meaning possible as “inherently” representational. This talk suggests that, for Soames, the representationality of the state in question is primitive and not susceptible to further explanation. But such inherent representationality of certain mental states is as much in need of clarification as the representationality of propositions or the meaning of sentences is. Soames is happy to say that mental representation takes place via acts of predication and that, as he insouciantly affirms, such mental predication must be taken as primitive. Thus, Soames says:

One might ask what we mean by ‘predication’—what, in effect, the analysis of predication is. Although it is unclear that an informative answer can be given to this question, it is equally unclear that this is anything to worry about. Some logical and semantic notions—like negation—are primitive. (What Is Meaning?, p. 29; see also, p. 81)
