•Reports that reached Egypt about increasing Jordanian activities in the Gaza Strip, which included the smuggling of weapons, ammunition, and money through Israel, and the infiltration of 150 Jordanian agents for the purpose of inciting a revolt against the Egyptian government

•The dissemination of material opposing the Egyptian government in Gaza, whether by Jordanians who had infiltrated Gaza or by locals

•Tension along the border with Israel in light of IDF operations, and the Egyptian assessment that these operations were part of an “imperialist conspiracy”; that is, operations intended to hurt Egypt by means of an Israeli attack aimed at severing the Gaza Strip from Sinai11

Because of the ongoing unrest, the Egyptian government took a number of measures, most notably the aforementioned announcement of a new constitution for the Gaza Strip, and, at a later stage, it took steps to establish a Filastin Liberation Front (Jabhat Tahrir Filastin). The latter initiative was, of course, another Egyptian attempt to calm the mood in Gaza and was, in fact, driven mainly by developments in the Arab arena.
