Wilson burst on the Whitehall scene with a dynamic âFirst Hundred Daysâ plan in emulation of President Roosevelt after he came to power in March 1933. He wanted Trend to be an integral part of his ambitious programme, seeing the job of Cabinet Secretary as more than just âprovid[ing] secretaries for the Cabinet Committees and see[ing] that the papers are properly circulatedâ. Wilson was the only Prime Minister who had worked in the Civil Service, rising to be Director of Economics and Statistics at the Ministry of Fuel in 1943â44, and had clear ideas about how it should work. In an interview shortly before he became Prime Minister, Wilson said he foresaw the Cabinet Secretary
briefing the Prime Minister, not only ⦠on the machinery of government and ⦠on the work of any Cabinet Committee, but also providing a briefing agency, so that he is right up-to-date and on top of the job ⦠My conception of the Prime Minister is that, if heâs not a managing director, he is at any rate and should be very much a full-time executive chairman.26
