Policing and borders
Maritime policing is conducted along the main passage routes â passages, straits and channels â leading to a selective extension of borders of entry at key points. Patchworks of agreements add up to an extensive control over the seas and provide the legal infrastructure for the border to be pushed beyond territory. Maritime policing creates spatially liquid borders, as border controls are limited to the key passage routes. It also creates temporally liquid borders, as border controls are existent only during appropriate seasons/weather conditions. Maritime borders are also selective in the sense that maritime policing only targets vessels assumed to carry unauthorized migrants. For other people, the border is the territorial border.
Borders are not fixtures on the international landscape, but spatially and temporally mobile; borders are liquid. There is a constant process of bordering and de-bordering through legal and administrative procedures. Decisions on the location of the interdiction border are taken through bilateral agreements and on a daily basis by operation commanders. The location of interdiction constantly changes. A place that is today accessible might be controlled tomorrow. The border cannot be delineated, but is constantly mobile. The borders of migration controls are one type of border of the state; the borders of the state change according to the subject matter. Borders do not only delineate the edge of a territory, but can be anywhere. There are multiple borders for different groups of populations. Through these approaches a particular space is established for specific groups of migrants, which only exists for them. This space allows for a distinction between fundamental, applicable in principle to all, and a specific construction of limited rights for migrants as a security category.
