De Salignyâs efforts paid off on January 23 when the House voted 19â12 in favor of passing the Franco-Texienne bill. Senate passage seemed assured when President pro tem Anson Jones announced his support, giving proponents a 7-to-6 advantage. Acting President David Burnet, however, let his intention to veto the bill be known through like-minded Senator Francis Moore, who stood on the Senate floor to praise the âvirtue, integrity, and firmnessâ of the stand-in chief executive. The dismayed advocates of the bill gave up the fight, failing even to call for a final Senate vote.10
David Burnetâs threatened veto of his beloved Franco-Texienne bill only confirmed Alphonse de Salignyâs impression of the man. Of Burnet, de Saligny had the previous December bemoaned âthe inflexible and brittle character of the Vice-President, his pedantry and vanity, his smallness and pettiness of mind, his utter lack of candorânot to mention his secret antipathy for France concealed by pleasant and intimate relations that have so far existed between the Legation of the King and the government.â11 Burnetâs victory, and de Salignyâs humiliating defeat, must have strained to the breaking point the patience and tact of the French agent. How else to explain De Salignyâs subsequent overreaction to a minor, unrelated annoyance that ultimately extinguished his dream and ended his Texas career?
