Reaching out

As spring moved into summer, the successful implementation of the forty-five-day plans and numerous IT systems upgrades provided a sense of stability in the basic operations. Customer issues had been resolved. Incoming calls and requests were readily handled. Regular systems testing demonstrated that the past issues had been addressed and that new features and capabilities were working.

The Massachusetts Health Connector was established to expand health-care coverage, especially for those who were not being served or had difficulty finding affordable health insurance. The purpose, of course, is what government services are all about. Even though Massachusetts led all the states with the highest percentage of people insured—almost 97 percent—it was estimated that several hundred thousand people had no health insurance of any kind. That’s a lot of people left out of the health-care system. Thus, the open enrollment had twin goals: a functioning system and an increase in the number of residents covered. Louis, the management team, and the new board were determined that it would achieve both.

A robust outreach effort was launched to target underserved communities. The number of customer centers doubled to six locations across the state, and the team expanded the capacity of local groups to reach out to individuals. A media campaign supported those efforts. This was the first comprehensive effort by my administration to reach out to communities often left out of government services. It served as a model going forward.
