Nurturing Extrapartisan Organizations

With no incentive to build a new majority, majority-party presidents perceive no urgent reason to work with their party organization rather than alternative political vehicles when those extrapartisan groups are considered to be more responsive, efficient, or effective. Indeed, to the extent that such alternative vehicles are available and the party organization is viewed as somewhat cumbersome, majority-party presidents have every reason to adopt the strategy that promises the highest short-term political payoff.

Whereas Republican presidents labored to integrate their extrapartisan networks into their formal party apparatus and worked closely with their party organization even as they formed independent campaign committees, Democratic presidents did the opposite. They nurtured supportive extrapartisan networks and ran their reelection campaigns independently while leaving their party with little, if anything, to do. Their efforts were not necessarily meant to weaken the Democratic Party, per se, but they were not intended to strengthen it, either. Democratic presidents simply opted to pursue the course of action they perceived to be most efficient and effective.
