Unfortunately it became increasingly evident that the members of the government of Latvia did not fulfill any of these self-evident preconditions. Deceitful and false, they could not change their nature [konnten sie aus ihrer Haut nicht heraus]. They did not want any honest understanding with us, but rather to deceive us wherever they could. On a daily basis they violated the older or the just-agreed-to contracts, and some of them hated the Germans more than the Bolsheviks-- particularly “Minister of War” Zālītis [Sahlit], inferior in character, and Mr. Goldmanis [Goldmann], who during the war had set up the Latvian rifle regiments which were now fighting on the Bolshevik side; and from the very beginning all their ministers lacked absolutely any understanding of military matters. And so from the outset the negotiations were doomed to be fruitless. I myself negotiated with Ulmanis and Valters, the Minister of the Interior. But here too, a calm, matter-of-fact discussion with the goal of an agreement was impossible. Both gentlemen, but especially Ulmanis, constantly changed the subject as soon as it became uncomfortable for them, and made a great show of any sudden, far-fetched provocation. I constantly had the impression of dealing with a wily grifter who was used to fleecing his partner when concluding some dubious business.
