Problems arose on the job sites, however. Working in three-man teams, the prisoners required a break-in period before they they could operate with any efficiency, and the costs of replacing broken tools, dulled saws and punctured truck tires kept employers in the red for a time. Sabotage was sometimes involved, but inexperience was really the main problem. “[E]ven those who were trying to work hard did a lot of damage,” according to Pieti.

Things improved due largely to the initiative and self-policing of the prisoners themselves. “[T]hey soon realized they were going to have to cut the required number of logs a day regardless of the condition of their equipment, [and] soon took pride in their work and looked down on their fellow POWs who would stir up trouble or [cause] damage,” wrote Pieti.
