The task of creating a full-fledged tank for commanding personnel was set by the Wehrmacht command in 1935, but due to lack of funds and time, the design of a specialized armored vehicle did not take place and therefore had to use "palliatives" in the form of Kl.Bef.Wg on the basis of the light tank Pz.Kpfw .I.

This option suited the Panzerwaffe is not completely in view of the weak chassis, thin booking and lack of space for the installation of radio equipment and the normal work of the crew. A more acceptable option seemed to be the adaptation for these purposes of the medium tank Pz.Kpfw.III, which hardly began to go into service. The method of completion was very simple and was maintained on all "commander" modifications of the "troika" until 1943. The tower was preserved, but it was not rotated. The gun was dismantled, leaving only its mock-up and the 7.92 mm MG34 machine gun - there was no other weapon on the armored car.

Inside the liberated space of the combat compartment, receivers and transmitters of various types were installed, depending on the combination of which the armored vehicles had additional designations:

Sd.Kfz.266 - 20-watt transmitter and receiver FuG 6, VHF receiver c1 FuG 2 with 1.4-meter antenna;

Sd.Kfz.267 - 20-W transmitter and receiver FuG 6, receiver FuG 7;

Sd.Kfz.268 - 20-watt transmitter and receiver FuG 6, 30-watt transmitter and medium-wave receiver FuG 8.
