These local Acts and measures were better able to deal with the problems from a financial and bureaucratic point of view, but they were limited in scope as they did not demand the construction of any new affordable housing to replace that which they cleared. In this case, slum clearance often actually made the problem worse – in the 1890s more houses were demolished than were built, and where building did take place, it concentrated in the wealthy suburbs, where more profits were to be made by developers.
