Let me show.
There are 2 common ways to get information about a person from official sources. And informally (for example, by using the power of network and services).
I am going to tell you about the first method.
So, to find out information about a Russian person you need to:
1. See if the "reciever of your money" is registered on social network (Facebook, !!!Vkontakte!!!, Twitter, Instagram, etc.). If yes - Think yourself lucky.
Go through the following sections carefully: the interests (public groups, where she studied etc), friends (especially those who write and post actively), photos (with whom, where, when), personal information (phone numbers, emails, etc.), see if she/he filed information about the sale of anything, writed in chat rooms.
From these data you can learn almost everything about a person. And we did it!;
2. Check, if a Russian person has debt problems. Database of The Russian Court Usher Service at your disposal: http://www.fssprus.ru/iss/ip/ ;
3. Check, if the Russian person was a party to a lawsuit: http://kad.arbitr.ru/ help to understand if she has a dispute with someone, or because of something;
4. Clarify if a Russian person (or her relatives) is on a wanted list: http://www.fssprus.ru/iss/suspect_info/?s=suspect_info&extended=1
5. Look for resume of a person on the Internet (job search sites).
That's basically all of the Russian databases where you can get the information using the open access.
Her social profile we examined in detail, since what we found there gave us a fresh immediate objective.
I knew that only fear could prompt Tatyana's efforts required to send the money back to the victim, and probably we were expert at generating fear.
