Alcohol consumption was seen as a core part of British social life and the government could easily have caused much unrest by introducing prohibition, punitive taxes or nationalizing the liquor industry, all of which had received genuine consideration. Lloyd George, the Minister of Munitions, and the Central Control Board wisely and astutely linked the problems of military and industrial efficiency to the problem of alcohol and in so doing managed to convince the public that a sensible approach to liquor consumption was in the national interest. The Central Control Board had the responsibility ‘to secure or sustain industrial activity and naval and military discipline’, and through control orders and an imaginative and popular ‘hygiene’ approach that provided both recreational and dietary alternatives, genuinely changed public attitudes and behaviour concerning consumption. Limitation in production and supply was the domain of the Food Controller, and although in the interests of national economy, Lord Rhondda and his department were to prove less popular, particularly as shortages and rationing began to have an effect in the latter years of the war.
