‘Learning disability’ now tends to indicate that a person has an intellectual impairment that affects their overall ability to function (socially and psychologically) and learn. The contemporary focus on ‘learning disability’ shifts attention away from a person’s IQ or level of intelligence to their general social functioning, ability to acquire new skills and understand information and their ability to live independently. The term ‘learning difficulty’ is too narrow to describe these relatively wide-ranging issues.

Learning difficulty is now used to focus attention directly and specifically on a problem related to learning, rather than on social or psychological functioning. A person may have a generalised learning difficulty that may or may not be linked to their level of intelligence. For example, a child who has a visual or hearing impairment or a physical disability that restricts their ability to access standard educational facilities and resources may experience learning difficulties in mainstream educational settings and may be identified as having special educational needs. Alternatively, a person may have a specific learning difficulty, such as dyslexia, that has no link to their IQ but which affects their ability to learn.
