Shadow practices

Admitting CAM methods to medical practice and securing the right to apply them for healthcare professionals through establishing statutory requirements for this activity has a reverse side. Many agents providing complementary and alternative medicine services cannot comply with these requirements. The monopolization of this field forces them out into the shadow sector. As mentioned in Chapter 1, the supervisory authorities do not have the adequate resources to fully control compliance with the established statutory principles. For this reason, such "informal healthcare" professionals feel quite comfortable operating illegally. They continue successfully working until by chance (scheduled inspection, emergency, political situation or coincidence) they come to the attention of the supervisory authorities. We shall now consider what I believe to be the major cases of shadow practices in contemporary Russia.
