Use a mandolin or a sharp knife to shave fennel bulb into thin slices. Chop 2 tablespoons fennel fronds; set aside. Use a zester or grater to grate 2 tablespoons zest from oranges; set zest aside. Peel and section oranges. Squeeze half of one orange section into a serving bowl; discard orange section. Add fennel with fronds, vinegar, honey and salt; mix gently. Let stand for about 30 minutes. Shortly before serving time, add remaining orange sections, lettuce, apple and olive oil; toss gently. Serves 6.
