Scandinavia
The Scandinavian regions were quick to return power to their people after Rome fell. They were smaller communities, so it was easier to conduct voting and to give greater power to all of the people instead of to a few. From the 8th century on, they were primarily democratic for free men who were part of the community. Several communities also held meetings so that more universal laws would be applied over a vast region. These meetings were not political; they were primarily to decide the laws for the people, or to amend the laws that had already passed. It was essential to meet regularly because the laws were not written. This meant that laws had to be affirmed regularly. As new problems and issues arose, older laws needed to be reviewed, and new ones were needed to address the new problems.
