The US National Security Advisor at the time, Samuel Berger, had been concerned with Russia’s proposal, suggesting that Russia’s entry into Kosovo from its north would end into a ‘Berlin situation in Kosovo, with a Russian sector of Serbs and the very partition that we could have had at the beginning of all this if we had wanted’ (in Norris 2005, 243–4). The former Finnish President, Martti Ahtisaari, a party to such negotiations, had been convinced that Russia’s proposal to enter Kosovo from its north served Milošević’s hopes to eventually partition Kosovo. He interpreted Milošević’s readiness to give in to NATO’s pressure to allow the international military entry into Kosovo by noting

I could not find any other reason why Milosevic took the deal. I was continually asking [himself], ‘Why did he agree?’ And I could not find anything other than the Russian plan. I tried to see some logic in the events, because in the negotiations, the Russians were in favor of division and having their own sector.
