By early December the solution was clear, and so too was the need. November had been a singularly disastrous month for shipping losses, with 128, making it the worst month since June and the third worst of the war. Most were independents lost in the Atlantic narrows between Brazil and Africa, or off South Africa. The thirty-five ships that had been lost in convoy were only a slight increase over previous months, but nearly half of these came from SC 107 alone. With increased demands resulting from TORCH, and dwindling oil reserves, the carnage had to be stopped somewhere, and in Horton’s command he quickly fixed on the Canadians and Americans of MOEF.
