Chapter 15

The Commission consisted of twelve men—corrupt police officers, detectives, lieutenants, and captains—with a stranglehold on the streets of New York City. They were all smart, powerful, and highly dangerous. They hadn’t gotten their power by being weak, stupid, or careless. The board sat around a circular, mahogany table as if they were chiefs of a Fortune 500 company discussing their latest merger. These men had only one agenda—making as much money possible and killing whoever got in their way.

They were discussing a pair of cousins, Luca and World. Folders were passed out with headshots, addresses, and hangout spots. Each man was smirking at the potential problem.

“He’s become more of a liability to us than an asset,” Captain Clark said, staring at World’s ugly mug shot.

“I agree,” Lieutenant Greenwood chimed.

“That shooting in Harlem two days ago, when three of his men were gunned down making a pickup? Media is all over that. And I’m hearing Squirrel is back in town. They said it was his doing,” a detective said.

Lieutenant Davis added, “World fucked up. He should have gotten rid of Squirrel when he had the chance. Instead, the stupid nigger wants to play games with other niggers. We should let the niggers kill the niggers. I don’t give a fuck.”

“We don’t need to attract the media’s attention and have them snooping around. A war in Harlem, that kind of violence and bloodshed, it’s bad for business.”

“I agree,” Captain Anderson said.

Every man in the room had ten or more years on the police force and operated out of a range of precincts throughout the city—the Bronx, Queens, Brooklyn, Harlem, Staten Island, and Manhattan. They became killers and drug dealers with badges, seeing how profitable it was being on the other side of the law, playing both sides of the fence, and hiding their illegal activities behind the NYPD. They shook down drug dealers, extorted drug crews and business, and also became the eyes and ears of fierce drug crews, letting them know of future indictments, snitches in their camps, and giving out the 411 on who was who in the game.

Xavier was sitting at the helm of the table listening to everyone speak. He understood their worries. They had to take a vote around the room to see who would live and who would die. Most of the men in the room felt the meeting was biased. The majority of the Commission knew the outcome, and most didn’t fully comprehend why they had to go through such shenanigans for a lowlife thug named World.

Xavier wanted order and a structure so tight and unbreakable, not even the mayor of New York could penetrate it. With millions of dollars from drugs and killings, they were able to buy off or bribe anyone in the city or buy anything. They had power and respect, and they had influential people in high places supporting them—judges, politicians, businessmen, and even the Mafia.

The Commission gazed at Xavier. It was his call. He’d brought World into their hands; now they wanted him gone.
