Speaker George L. Smith, the first speaker in modern times to be elected by a caucus of House members voting by secret ballot. His crucial vote on the Coastal Marshlands Protection Act provided the majority necessary for passage and transmittal to the Senate. Painting by George Mandus, Capitol Art Collection, 1972. Reprinted by permission of the Georgia Archives.

Jane Hurt Yarn was a pioneering conservationist whose most important early contribution was her successful organization of the state’s garden club members to write thousands of letters to Governor Lester Maddox’s office opposing the strip-mining of phosphate on Georgia’s barrier islands and supporting the Coastal Marshlands Protection Act. Yarn is shown here at a press conference with Governor George Busbee in 1976. Photo courtesy of Dr. Charles P. Yarn.
