25.2.5 Limited Resources for Ensuring High Standard Survey Methodologies

In 2005, the African Development Bank (AfDB), after assessing the national statistical systems of 49 African countries, painted a bleak picture of the capacity of African national statistics organizations (NSOs) stating, “NSOs have failed to perform their function of coordinating the national statistical system due in large part to the fact that they are understaffed, under‐resourced and over‐stretched” [41]. A more recent evaluation from the International Household Survey Network suggested that staff turnover, lack of funding, and low knowledge transfer are hampering international and national efforts to improve data collection, analysis, and archiving in SSA [42]. In instances where the NSOs adopt best practices, data collected by line ministries may not adhere to survey and data management protocols [43]. AfDB, in its 2014 sector‐specific analysis of agricultural statistical resources in Africa, found that nearly all countries lacked both human resources and physical infrastructure as well as funding to run the agricultural statistics systems effectively and efficiently [43]. The World Bank Statistical Capacity Indicator [12], which scores countries on 25 subindicators, shows that many countries of SSA lack sufficient capacity to produce poverty statistics (see Figure 25.1). Moreover, access to data in most countries in SSA is subject to a variety of constraints, despite international declarations promoting transparency and access [42, 45].
