FROM THE TIME that workhouses first came into use, those outside them have sought to monitor and appraise their operation. The reasons for doing this have varied, ranging from routine inspections by local officials to sociological investigations, the collection of evidence in relation to legislative reform, exposure by campaigning journalists, and official inquiry into alleged misconduct or scandal. Although the reports from such investigations often dwell on the negative aspects of workhouse operation, they can also reveal valuable detail that would not otherwise have been recorded.
