With Impersonal Expressions

The imperfect subjunctive is used after impersonal expressions when the main verb is in the imperfect, preterite, or conditional.

Era necesario que tú estuvieras presente.

Fue necesario que estuvieras presente.

Sería necesario que estuvieras presente.
