En el período de paz que siguió, Severo reorganizó los procedimientos legales y las finanzas. Un estrecho colaborador de Septimio Severo fue el respetado jurista Papiniano (Aemilius Papinianus). Este emprendió una reorganización completa del derecho romano y, en verdad, los comentarios que escribió constituyeron la base de tal derecho durante los tres siglos siguientes. Pero la reorganización financiera no atenuó las debilidades subyacentes del Imperio, pues Severo se vio obligado a disminuir el contenido de plata de las monedas, signo seguro de una permanente enfermedad económica.
