Montenegro, the Great Powers, and the Paris Peace Conference

The relations between Montenegro and the European powers and the United States during and immediately after World War I resembled a political and diplomatic seesaw and were conditioned by the immediate interests of the Great Powers in the region. A number of factors led the Great Powers to concentrate their efforts on strengthening Serbia's position in the region and, by doing so, to marginalize Montenegro, thus determining the future of the Montenegrin state to a greater extent than the policies of the Serbian government. Examination of Montenegrin foreign policy showcases the important role of the Great Powers in gradually dismantling the Montenegrin state. King Nikola's relations with the Great Powers are the story of his struggle with the Serbian government over the issue of dynastic rule and the structure of the future South Slav state. It is also important to note that King Nikola and his government contributed to the deterioration of Montenegro's position abroad by constantly shifting their policies in an attempt to achieve their primary goal: the preservation of the Petrovic dynasty. The future status of Montenegro seems to have been of secondary importance to King Nikola, and his insistence on due process in the establishment of the new South Slav state appears to have been just a tool to secure his dynasty's survival.
