The effort here is to simply establish one’s competency level in executing a political task. The four to seven voter turnout questions are not a “silver bullet”10 that perfectly explains the knowledge capabilities of one turning out to vote, but they do focus on the act in question. The questions target competency of the specific act that is sought to be explained (i.e., voter turnout). In order to turn out, a citizen does not need to have certain irrelevant political facts memorized; they need to only possess some relevant political facts known at the time they want to act.
