Communiqué #2 (March 25, 1978)

1. THE TRIAL OF ALDO MORO

The spectacle offered by the regime over the past days leads us to an initial comment. We want to emphasize the role that will be assumed by the constitutional parties in the ISM. Nobody failed to see how the fourth Andreotti government marked the definitive expropriation of any power from Parliament and how the special laws get approved as soon as they are proposed with the complete acquiescence of the parties of the so-called “constitutional arch” to the imperialist strategy, led exclusively by the DC and its government. It is a shift from the state being an expression of the parties, to the parties being pure instruments of the state. They will be entrusted with the role of activating their structures for filthy demonstrations of support for counter-revolutionary maneuvers dressed up as “popular” demonstrations; specifically, the party of Berlinguer76 and the collaborationist unions have the responsibility (which they now appear to have completely adopted) of being functionaries of the anti-worker police apparatus, of being snitches and spies for the regime.

The capture of Aldo Moro, to whom the entire bourgeois camp assigns the greatest credit for having accomplished this objective, does nothing but put this fact in macroscopic focus.

Moreover, Aldo Moro is described (even after his arrest!) as the natural candidate for the presidency of the Republic. So it is obvious. In the project of “concentrating” power, the role of the Head of the Imperialist State becomes crucial.

Institutionally, in and of itself the presidency already includes the functions of head of the judiciary and of the Armed Forces; functions that up until now were carried out in a mostly symbolic way and sometimes even by a corrupt buffoon (e.g. Leone). But in the ISM, the Head of State (and its apparatus of personnel and structures) must be the actual manager of the key bodies and of the functions which are incumbent upon it.

Who better than Aldo Moro to represent as head of the ISM the interests of the imperialist bourgeoisie?

Who better than him to carry out the institutional changes necessary to completely restructure the ISM? His career, however, didn’t start yesterday: his presence in the leading bodies of the regime, sometimes open, sometimes covert, is longstanding. To list the major milestones, for which he must be held accountable by the People’s Court:

1955: Moro is Minister of Justice in the Segni government.

1957: Moro is Minister of Public Education in the Zoli government, supported by the Italian Social Movement.77

1959–60: He is elected secretary of the DC. In the years of the Tambroni government, the bourgeoisie launches a frontal assault on the workers’ movement. The steadfast workers’ resistance is confronted with the harshest armed repression: in July ’60 they will count the proletarian dead, massacred by Scelba’s police.78

1963: In this year, as part of the American strategy of co-opting the fringes of the “left,” the Italian bourgeoisie attempts to split the workers’ movement by incorporating the PSI. This is the “breakthrough” of the center-left; as President of the Council, Moro will be responsible for administration from this point on.
