Combine beef, potatoes, carrots, bay leaves, vinegar, beef broth, garlic and onions in a medium slow cooker. Mix thoroughly. Cover slow cooker. Cook for eight to nine hours on low setting.
Remove lid. Turn heat setting to high. Remove bay leaves and discard them.
Add brown sugar and ginger snap cookies to mixture. Combine well.
Stir flour and sour cream together in a medium-sized bowl. Add 1/2 or so of hot cooking liquid. Mix thoroughly with wire whisk. Add mixture to slow cooker and stir well.
Cover. Cook on a low setting for 1/2 hour more. Sauce should be heated and thickened. Serve with cooked egg noodles, if you like.
