ORP coordinates Bureau of Safety and Environmental Enforcement (BSEE) operational and safety programs with the US Coast Guard, other Federal and State agencies, industry groups, and international regulatory partners.
The ORP Emerging Technologies Branch (ETB) is charged with the identification, development and incorporation of new or emerging technologies into the BSEE regulatory program. The ETB works with accredited laboratories, standards organizations, and technical experts to evaluate the Best Available and Safest Technologies (BAST) suitable for use on an OCS facility.
The ORP Safety and Environmental Management Systems Branch (SEMS) provides guidance to assist the OCS industry in evaluating and improving their overall safety management systems. The SEMS program promotes an operator-driven system that continually improves safety culture and safety practices within the oil and gas industry. Recent achievements of the SEMS Program include publication of the SEMS II final Rule, the final Safety Culture Policy Statement, and the announcement of Safety Culture Public Workshops. BSEE implements practices of the SEMS Program and demonstrates a robust internal safety culture by promoting employee safety awareness through a variety of Bureau safety activities.
The ORP Regulations and Standards Branch directs the national program in the assessment, development, and promulgation of regulations and standards for the exploration and development of oil, gas, sulfur, and other minerals on the OCS.
The ORP Offshore Safety Improvement Branch is responsible for oversight of the Bureauâs programs for inspection, aviation management, incident investigation and data analysis, and systems reliability.
The ORP Offshore Training Branch (OTB) develops and designs training and professional development opportunities for all BSEE employees. A primary focus of the OTB is to enhance the qualifications and capabilities of inspectors and engineers to enforce compliance with environmental laws and regulations, promote safety, and encourage proper stewardship and conservation of our nationâs offshore resources.
The ORP Civil Penalties and Enforcement Support Team oversees the BSEE Civil Penalty and Enforcement Program. The goal of the OCS Civil Penalties Program is to assure safe and clean operations on the OCS. Through the pursuit, assessment, and collection of civil penalties, the program is designed to encourage compliance with OCS statutes and regulations.
