On the other side of the city, things were stirring. In a large, richly paneled room, men in black suits were sitting around an oval table. Several flags adorned the walls. One man in particular, sitting at the head of the table, was about to give a presentation.

"Welcome to this emergency meeting of District Controllers," he began. "I am Mr. Strong. You've all been called here to address some particular issues we're noticing with your regions. Corporation heads have been noticing some irregularities in the way your districts have been run. Let's look at the stats."

He began to address a number of statistics on the screen. "Number of treated individuals in 10 out of 12 districts dropped in the previous month. Acts of defiance were reported as rising in 12 out of 12 districts. A large number of individuals are showing alarming symptoms of not being submissive to Corporation policies."

He went on and on for about an hour, listing the various ways in which these districts were not being managed as they should. "Just recently, several escapees managed to make our forces look like fools. Why is this happening? Centers are being burned and prisoners are escaping. Just recently, we had some detainees elude our forces."

His voice was hard. "These are acts that cannot continue to go unpunished. If they do, our heads at The Corporation have indicated that more direct action might have to be taken. These are important times. We are in the process of moving forward with important genetic projects. The system is delicate. These are matters which cannot be disrupted by the carelessness of district controllers. Do you understand what it means that I have called you here?"

The men in suits looked worried and stressed. They knew things weren't going as they should.

One of them spoke up. "Well, to be honest, sir, we've noticed that many of the people we are dealing with don't exactly see things the way they should. We believe that this dangerous rise in free thought is due to a flaw in the educational policies in our schools and colleges. I feel like we need to be more stringent in what we are teaching them. Recently, a dangerous new idea has been making the rounds, and I think it is having a negative effect on others. It must be stopped before it causes further damage. What do you suggest we do to nip this potential problem in the bud?"

The man at the front looked at him for a minute behind his dark glasses. "Then you need to direct them more effectively. The counter to dangerous and untrained ideology is discipline. Train the minds under your control. Free thought is not something to be admired. Thoughts that are not directed by those who are more knowledgeable are liable to be impacted by unhealthy influences. That is why we must save our citizens. Make them believe that they are running out of time to correct their ways of thinking. And they will see the error of their ways.
